𝐁𝐀𝐍𝐘𝐔𝐌𝐀𝐒,𝐦𝐞𝐝𝐢𝐚𝐫𝐞𝐚𝐥𝐢𝐭𝐚𝐧𝐞𝐰𝐬.𝐜𝐨𝐦 January 23, 2026 Legal Counsel Ananto Widagdo, S.H., S.Pd., has officially filed a report with the Corruption Eradication Commission (KPK) regarding the alleged mismanagement and "deliberate negligence" of state-owned assets in the Kebondalem Shopping Complex, Purwokerto. The report, registered under number 012/AD.KPK-Kbndlm/I/AW/2026, directly implicates the Regent of Banyumas (2025-2030), Ir. Sadewo Tri Lastiono.
𝐋𝐞𝐠𝐚𝐥 𝐅𝐚𝐜𝐭𝐬 𝐚𝐧𝐝 𝐀𝐥𝐥𝐞𝐠𝐚𝐭𝐢𝐨𝐧𝐬:
* 𝐋𝐞𝐠𝐚𝐥𝐥𝐲 𝐑𝐞𝐬𝐭𝐨𝐫𝐞𝐝 𝐀𝐬𝐬𝐞𝐭𝐬: On March 4, 2025, the Central Java High Prosecutor's Office officially handed over the assets—consisting of 103 shop-house units and 9,105 m^2 of land—to the Banyumas Regency Government. However, since the handover, the local government has allegedly failed to manage or optimize these assets for the state's benefit.
* 𝐃𝐢𝐬𝐫𝐞𝐠𝐚𝐫𝐝 𝐟𝐨𝐫 𝐋𝐞𝐠𝐚𝐥 𝐖𝐚𝐫𝐧𝐢𝐧𝐠𝐬: The complainant stated that three formal legal notices (summons/somasi) were issued to the Regent, all of which remained unaddressed. Under Indonesian Anti-Corruption Law, a public official’s deliberate inaction (omission) that results in state financial loss while benefiting third parties can be prosecuted as an Abuse of Authority.
* 𝐈𝐥𝐥𝐞𝐠𝐚𝐥 𝐑𝐞𝐧𝐭 𝐂𝐨𝐥𝐥𝐞𝐜𝐭𝐢𝐨𝐧 𝐛𝐲 𝐓𝐡𝐢𝐫𝐝 𝐏𝐚𝐫𝐭𝐢𝐞𝐬: Investigations suggest that a private entity (PT Graha Cipta Guna) continues to collect rent until 2049, despite the assets legally returning to the state. Furthermore, these properties are allegedly being illegally subleased or traded by unauthorized parties without any formal agreement with the local government.
* 𝐒𝐢𝐠𝐧𝐢𝐟𝐢𝐜𝐚𝐧𝐭 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐃𝐢𝐬𝐜𝐫𝐞𝐩𝐚𝐧𝐜𝐲: Market rates for commercial property in central Purwokerto range from IDR 150–200 million per year, yet these assets were allegedly valued at only IDR 50 million by the previous managers. "This revenue is not entering the Regional Treasury (PAD). We are urging the KPK to investigate where this money is flowing and who is profiting from this administrative vacuum," stated Ananto.
𝐒𝐨𝐜𝐢𝐚𝐥 𝐈𝐧𝐣𝐮𝐬𝐭𝐢𝐜𝐞 𝐂𝐨𝐧𝐜𝐞𝐫𝐧𝐬
The report also highlights a stark disparity in enforcement. While small-scale street vendors are strictly evicted, large-scale commercial tenants are allegedly permitted to occupy billion-rupiah state assets for free, without official contracts or payments to the regional treasury.

The legal move to the KPK follows a notification from the Central Java High Prosecutor's Office (No: B-2155/M.3.1/Fd.2/03/2025), which stated they could no longer proceed because the assets had been returned to the local government. The complainant argues that the "ball is now in the Regent's court," and the failure to act constitutes a clear loss of potential state revenue.
"We demand that the KPK immediately summon and investigate all relevant parties, including the Regent of Banyumas, to dismantle the 'Asset Mafia' network that is detrimental to the people of Banyumas," Ananto concluded.(*)
